Bylaw 11 – Rules of Order

The rules contained in Robert’s Rules of Order 10th Edition Newly Revised shall govern all meetings of the Party unless contrary to the State Party Constitution, the State Party Bylaws, the County Party Constitution, the County Party Bylaws, or any special rule of order the Party may adopt.

This language is similar to that used in the State Party Constitution, and what is recommended by Robert's Rules.

This issue previously came before the Central Committee, but at that time there was language in the proposal that gave an order of hierarchy of the State and County documents. There was controversy on the hierarchy provided, and the matter was referred back to the committee. That language has been removed.

Using Robert's Rules of Order is a way for a deliberative body to ensure:

- The will of the majority prevails,
- The right of the minority to be heard is protected,
- The rights of the absentee are maintained.

The state Party adopted Robert's Rules years ago. It's best when we have a universal set of parliamentary procedures and rules to run our meetings.

Every member has the same opportunity to learn the rules and procedures.

Each Central Committee member has the responsibility to become informed and attend the meetings. If many become knowledgeable and/or parliamentarians, then the rights of all on the committee will be protected. Robert's Rules should never be used as a weapon.

Robert's Rules informed members will empower their precincts with their ability to deliberate effectively. When used properly, Robert's Rules can inspire the group as a team and can create an environment where people feel they may actually learn and participate freely. When people feel comfortable they will participate more fully.

Some think Robert's Rules promotes members being toxic, divisive, disrespectful and not trusting. It is just the opposite. If all are allowed to participate fully and take the opportunity to learn the basics, our meetings will be much more conducive to team work. We are all in this together.

Robert's Rules of Order is not just an abundance of rules. The rules facilitate a process to support our committee members in communicating in a manner to make powerful decisions that will ultimately affect the effectiveness of our organization.

I will be voting YEA on this motion.
